Polish Confederation of Private Employers (PKPP) Lewiatan represents interests of Polish entrepreneurs in the European Union. More than 60% of business-relevant legislation is adopted in Brussels – therefore we need to have our say there. Lewiatan is the only Polish entrepreneurs’ organization to have a permanent representation in Brussels. We issue opinions, both through BUSINESSEUROPE and on direct basis, on drafts of directives and other acts of the EU law having impact on the European economy, as well as monitor important developments of the European economic policy. Representatives of PKPP Lewiatan and its member enterprises participate in the works of committees and advisory agencies to European institutions.

Drafts of new legislation are prepared by the European Commission http://www.ec.europa.eu/. Before the final version of a new document is published, the Commission often consults its policy objectives in a given area by publishing the so called Green Papers and White Papers or by inviting interested parties to express their opinions on particular projects http://ec.europa.eu/yourvoice/index_en.htm. PKPP Lewiatan’s positions, developed by experts and the Brussels office on the basis of our members’ opinions, are presented both in the framework of official consultations and through direct contacts with the European Commission officials. Lewiatan representatives contribute to preparation of new EU legislation by participating in working groups and advisory committees to the European Commission.

All European employers are represented in Brussels by BUSINESSEUROPE www.businesseurope.eu  (Confederation of European Business), the largest organisation of European employers grouping 41 federations from 35 countries and representing more than 20 million enterprises. PKPP Lewiatan’s priority is to represent Polish business in the proceedings of BUSINESSEUROPE bodies, whose task is to present opinions on all important EU measures concerning the economic policy, such as liberalisation of services market, improvement of competitiveness of European enterprises, reduction of the red tape and simplification of business-related regulations, organization of the labour market, EU budget, international trade or further enlargement of the Union.

Important part of Lewiatan’s involvement in the EU decision-making process is constituted by the work of its representatives in the European Economic and Social Committee http://www.eesc.europa.eu/. EESC was founded pursuant to the Treaty of Rome of 1957. It is an advisory body to the European Parliament, the Council of the European Union and the European Commission. It is also a consultation forum and a bridge between the civil society and the EU institutions enabling representatives of non-government organizations to contribute to the process of Community decision and policy making. The EESC opinion is required for the Council to make its final decisions on matters related to economic and social policy. The Committee is composed of 317 members divided into three groups representing employers, employees and other social and economic stakeholders. They are appointed by the Council of the European Union for the four year term of office. PKPP Lewiatan’s representatives in EESC are Jacek Krawczyk (Vicepresident of EESC) and Marek Komorowski.

The final text of the legislation is decided by the Council of the European Union http://www.consilium.europa.eu/, i.e. representatives of member states, and the European Parliament www.europarl.europa.eu. Owing to their working contacts with the European Parliament and cooperation with the Permanent Representation of the Republic of Poland to the European Union, Lewiatan members have access to current information on the progress of the EU legislation process. Lewiatan positions are sent directly to the EP members and authorities responsible for decisions concerning new economic law. Experts and business representatives participate in debates and meetings of parliamentary committees, where future shape of European legislation is discussed. Lewiatan, through BUSINESSEUROPE and its member federations, presents the position of Polish entrepreneurs to the European Parliament and governments of the remaining 24 member states.
